HONG KONG - Hong Kong leader Carrie Lam gave her second annual policy address on Wednesday (Oct 10), mapping out her priorities for the former British colony which returned to Chinese rule in 1997.

POLITICS
The Hong Kong government has the constitutional responsibility to legislate for Article 23 of the Basic Law, which provides for tough new national security laws.
