What a ssssurprise! Two-headed serpent spotted in Bali

BALI, INDONESIA - Residents of a village in Bali got a shock when they spotted a two-headed snake in their midst - a rare find in the wild.

The reptile was seen slithering in the central part of the Indonesian holiday island last week.

"When I got home from work, I parked my motorbike next to the snake," said local resident Gusti Bagus Eka Budaya.

"I looked more closely and it turned out to have two heads. I was shocked."

A video shows several children gathered around the tiny serpent - small enough to fit in the palm of a human hand - as it slides about a banana leaf decorated with a traditional Balinese Hindu offering.

It was not clear what kind of snake it was or whether it was venomous.

Experts have previously been quoted as saying that two-headed snakes rarely occur in the wild and have usually been bred in captivity.

Duterte rejects China's call for Philippines to ban online gambling

MANILA - Philippines President Rodrigo Duterte said on Wednesday (Sept 4) that while he was not a fan of online gambling he was unwilling to ban the business, as China has called for, because of the harm that would do to the country's economy.

Mr Duterte, who backed the Philippine gaming regulator's move in late 2016 to license Internet gambling, said he would not have allowed this "stupid activity" if there were plenty of jobs available.

"We decide to benefit the interest of my country. I decide that we need it," he said in a televised news conference, but gave a stern warning to online gambling operators not to avoid paying their fees.

Online gambling companies, known as Philippine offshore gambling operators (POGOs), are a boon for the local economy, drawing many visitors from China, fuelling property demand and retail spending.

The POGOs, which bar Filipinos from playing, contribute to national coffers through license fees.

Bangkok tops in 2018 for international visitors: Report

NEW YORK  - Bangkok ranked first in 2018 for the fourth straight year as the city with the most international visitors, according to an annual report by Mastercard released on Wednesday (Sept 4).

With almost 23 million international visitors last year, the Thai capital outpaced both Paris and London, which were second and third with just over 19 million visitors.

Other top cities in order were: Dubai, Singapore, Kuala Lumpur, New York, Istanbul, Tokyo and Antalya, Turkey.

The report pointed to broad increases in international travel, with the total number of international visits up 76 per cent since 2009.

BANGKOK - The first phase of an 873km high-speed railway between Thailand and China is expected to begin operating within four years, a senior government official said on Tuesday (Sept 3).

The first 252km leg connecting the Thai capital, Bangkok, and the north-eastern province of Nakhon Ratchasima will start service in 2023, deputy government spokesman Traisuree Taisaranakul told reporters.

Thailand will shoulder the total construction cost of 179 billion baht (S$8.13 billion) for the first phase, with China responsible for installing systems, design and the procurement of trains, a government video released to reporters showed.

The project - part of China's planned network of rail links across South-east Asia that would eventually connect Kunming in south-west China with Singapore - was delayed in 2016 when Thailand rejected Chinese financing due to high interest rates.

The next phase of the line will connect Nakhon Ratchasima to Nong Khai province, which borders Laos and will eventually link up to China, Ms Traisuree said.

Carrie Lam admits she sparked Hong Kong crisis, would quit if she could

HONG KONG - Embattled Hong Kong leader Carrie Lam said she has caused "unforgivable havoc" by igniting the political crisis engulfing the city and would quit if she had a choice, according to an audio recording of remarks she made last week to a group of business people.

At the closed-door meeting, Mrs Lam told the group that she now has "very limited" room to resolve the crisis because the unrest has become a national security and sovereignty issue for China amid rising tensions with the United States.

"If I have a choice," she said, speaking in English, "the first thing is to quit, having made a deep apology."

Mrs Lam's dramatic and at times anguished remarks offer the clearest view yet into the thinking of the Chinese leadership as it navigates the unrest in Hong Kong, the biggest political crisis to grip the country since the Tiananmen Square protests of 1989.

Hong Kong has been convulsed by sometimes violent protests and mass demonstrations since June, in response to a proposed law by Mrs Lam's administration that would allow people suspected of crimes on the mainland to be extradited to face trial in Chinese courts.

Bangladesh bans mobile phone access in Rohingya

COX'S BAZAR, Bangladesh - Bangladesh on Monday (Sept 2) ordered operators to shut down mobile phone services to almost one million Rohingya refugees living in camps in the country's southeast, an official said.

The move follows an outbreak of violence in recent weeks at the camps, most of whose residents fled into Bangladesh from Myanmar's Rakhine state two years ago following a military crackdown on the Muslim Rohingya minority.

It also comes after none of the refugees turned up in late August to return across the border to conflict-scarred Rakhine, when a fresh push to repatriate the refugees to Myanmar fell flat.

Telecommunications operators have seven days to submit reports on the actions they have taken to shut down networks in the camps, said the spokesman for the Bangladesh Telecommunication Regulatory Commission (BTRC), Zakir Hossain Khan.

"Many refugees are using mobile phones in the camps. We've asked the operators to take action to stop it," he told AFP, saying the decision was made on "security grounds".

JAKARTA - Police in Indonesia's Papua region on Monday (Sept 2) banned demonstrations that could lead to "anarchist acts" following nearly two weeks of mass protests in the easternmost territory of the Southeast Asian archipelago.

The order came after police on Sunday said dozens had been arrested in connection with rioting in the region's capital.

"Everyone is forbidden from carrying out demonstrations and conveying opinions in public that could give rise to anarchist acts, damage, and burning of public facilities," as well as clashes between groups, the six-point order posted on the police Twitter feed said.

The impoverished region of Papua has been the scene of a low-level insurgency against Indonesia's rule for decades.

Indonesia earlier said it would deploy about 2,500 more police and troops to Papua, adding to about 1,200 personnel it had already sent after unrest sparked by anger over racism and calls for independence.

On Thursday, more than a thousand demonstrators hurled stones and set fire to shops and an assembly building in the provincial capital Jayapura.

Authorities have given permission for two rallies on Monday, but it is unclear how well supported they will be, or if they will spill over into violence as most recent gatherings have done.

Universities are due to resume classes on Monday after a summer break, but students - who make up the backbone of the protest movement - plan a two-week boycott, and a rally in the afternoon.

The protests started in opposition to government plans to allow the extradition to the mainland of people wanted by Beijing, but have widened to include broader demands.
