Indonesia says over 11,500 have fled violence-hit Papuan town

JAKARTA - Indonesian authorities said on Thursday (Oct 3) more than 11,500 people have been evacuated from the town of Wamena in the easternmost province of Papua since dozens died during clashes last month in the area.

Located on the western half of the island of New Guinea and long racked by a simmering separatist insurgency, Papua encompasses Indonesia's two easternmost provinces and has a distinct ethnic Melanesian population.

There has been a spike in protests and unrest since late August after Papuan students in Surabaya, Indonesia's second city on the island of Java, were taunted and attacked by a mob chanting racial epithets over accusations they had desecrated a national flag.

In some of the worst bloodshed in decades in Papua, 33 people died and scores were hurt during clashes in Wamena on Sept 23.

Government offices and homes were burned down, and 250 cars and motorcycles destroyed, as indigenous Papuans and security forces clashed.

The government and some Papuan independence activists say 25 of the 33 who died there were migrants from elsewhere in the country.

Japan plans to pardon 600,000 to mark Emperor's enthronement

TOKYO - The Japanese government is planning to grant pardons to about 600,000 petty criminals to mark Emperor Naruhito's enthronement ceremony on Oct 22, the Mainichi Shimbun daily said on Wednesday (Oct 2), citing unidentified government sources.

Those pardoned will have restrictions on their legal rights lifted, the paper said. In Japan, those who are convicted and fined are banned from obtaining physicians', nurses' and some other licences for five years.

Asked about the government's plan on amnesty, Japanese Chief Cabinet Secretary Yoshihide Suga told reporters, "We are currently considering the matter carefully. I refrain from commenting on details."

When an enthronement ceremony was held in 1990 for former emperor Akihito, 2.5 million people were pardoned.

In April, Emperor Emeritus Akihito became the first Japanese monarch to abdicate in two centuries.

Hong Kong police defend shooting of 18-year-old, say officers were attacked

Hong Kong police said officers were forced to open fire which critically injured an 18-year-old youth as their lives were under threat after coming under attack from a group of rioters.

Police Senior Superintendent Yolanda Yu said in a recorded video message on Facebook yesterday night that the police force was "saddened" that the student was injured by a live round in Tsuen Wan, one of more than 10 districts rocked by protests on the same day.

"At about 4pm, a large group of rioters attacked police officers near Tai Ho Road, and they continued with their attack after officers warned them to stop. As an officer felt his life was under serious threat, he fired a round at the assailant to save his own life and his colleagues’ lives," she said.

"The police force really did not want to see anyone being injured, so we feel very sad about this. We warn rioters to stop breaking the law immediately, as we will strictly enforce the law," she added.

The bullet hit the left shoulder of the student who was sent to Princess Margaret Hospital, the spokesman added.

Hong Kong on lockdown as China celebrates National Day

HONG KONG - The city is on lockdown on Tuesday (Oct 1), with beefed up police presence overnight, suspension of some train stations and multiple malls in clash-prone areas declaring shut, as residents of the territory now on high alert, prepare for a possible showdown between authorities and some hardcore protesters whom the police say puts Hong Kong "on the verge of extreme danger".

Tall water-filled barricades surrounded key government buildings, while the police blocked off certain roads in Wan Chai area from midnight, to limit access to Bauhinia Square where the flag raising ceremony will be held at 8am, followed by the National Day Reception at the Convention and Exhibition Centre nearby.

Dozens of malls across the city, including Maritime Square in Tsing Yi, Telford Plaza in Kowloon Bay, Kornhill Plaza in Quarry Bay and Mira Place in Tsim Sha Tsui announced on social media that they will be shut for the day.

Subway operator MTR Corporation Monday night said services at Admiralty, Wan Chai and Prince Edward stations will be suspended on Tuesday. The airport express will skip other stops, heading to Hong Kong station and the airport only.

Indonesia says scrapping plans to close Komodo island

JAKARTA - Indonesia has decided it does not need to close the eastern island of Komodo next year as planned because its population of rare Komodo dragons is relatively stable and not under threat, the Environment Minister said on Monday (Sept 30).

East Nusa Tenggara Governor Viktor Laiskodat said in July that the island needed to be closed to the public to stop tourism from interfering in the dragon's mating and hatching processes and to cut the risk of poaching of the reptiles' prey, including deer, buffalo and wild boar.

The island would be reopened after about a year as a premium tourist destination, according to the plan.

But Environment and Forestry Minister Siti Nurbaya Bakar said data showed the population of dragons, the largest living species of lizard, had been stable for more than a decade.

"(The number of) Komodo dragons on Komodo island during 2002 to 2019 observations has been relatively stable. There is no threat of a decline," Ms Bakar said by text message.

13 dead in Thailand after truck carrying students flips over

BANGKOK - Thirteen people, most of them students, were killed when a pick-up truck flipped over while trying to change lanes on Sunday (Sept 29) in the Thai capital, police said.

Graphic CCTV footage shows passengers riding in the back being hurled out of the vehicle onto the road in Bangkok's suburbs.

"Twelve people died instantly and one later died at the hospital," police officer Samran Chaytao told AFP, adding that nine of them were college-age students who finished mechanical training for a local company.

A total of 18 people were in the truck. The students and company officials had spent the evening celebrating the end of their training, Mr Samran said.

Two of the five survivors had severe injuries.

Deadly accidents are common in Thailand, which regularly tops lists of the world's most lethal roads, with speeding, drink driving and weak law enforcement all contributing factors.

Though many of the victims are motorcyclists, bus crashes involving groups of tourists and migrant labourers often grab headlines.
